WHY IT MATTERS
Resurfacing works because it keeps the value in the pavement you already have. When the base is still stable, a new layer of asphalt restores a smooth, uniform surface and adds structural strength without the cost of tearing out and rebuilding the entire lot.
The difference between an overlay and a mill and resurface usually comes down to elevations. Milling removes a controlled depth of existing asphalt so the finished surface stays at the right height along curbs, entrances, and catch basins. Without it, a new layer can change how water drains or how the pavement meets concrete.
Preparation is what makes the new surface last. Tolliver & Curl repairs failed areas first so the overlay isn't placed over weak spots, then cleans the pavement, applies tack coat to bond the layers, and places and compacts the new asphalt so the old and new pavement work as one system.
